Manager, Deicing Operations - Greater Toronto Airports Authority

Key Accountabilities

Reporting to the Associate Director, Deicing Operations, the Manager, Deicing Operations is responsible for the development of a world class deicing team to deliver safe and efficient deicing operations that supports the operational assurance to the travelling public. In addition, this position is responsible for the delivery of the GTAA’s Aircraft Ground Deicing Program and Mitigation Plan ensuring compliance and compatibility with all customers and carrier’s ground icing programs at Toronto Pearson.

  • Deliver the GTAA’s Aircraft Ground Deicing Program and Mitigation Plan ensuring compliance and compatibility with all customers and carriers ground icing programs
  • Compliance with Transport Canada regulations and all other local, provincial and federal government regulations as they apply to deicing processes and environmental compliance
  • Ensure the execution of manpower planning activities to ensure sufficient, competent personnel, adequate facilities, systems and equipment are available for any and all periods where aircraft deicing may be required
  • Develop and implement necessary processes to improve safety and efficiency of all aspects of the operation, to meet and exceed the airport’s launch capacity in all winter conditions
  • Ensure all deicing activities are coordinated and communicated to the GTAA and airport community to minimize disruptions
  • Manage operational effectiveness including contract services, staffing and equipment productivity in cost effective manner
  • Establish operational priorities, identify and rectify gaps and/or changes required to policies, SOP’s, or other protocols and oversee completion of actions
  • Pursuit of operational excellence through continuous improvement, while maintaining a high degree of safety, operational efficiency and resiliency
  • Ensure required contracted services are resourced to include all aspects of fresh fluid supply including inventory, supply and quality control
  • Ensure required contracted services are resourced to include all aspects of spent fluid collection, disposal treatment and /or recycling in accordance with all government and environmental regulations and as described within the Deicing Mitigation Plan
  • Manage all contracted services including but not limited to snow removal, fresh and spent fluid management, glycol recycling systems maintenance
  • Liaise with Departmental Managers and Talent Acquisition to identify, maintain and sustain operational staffing requirements associated with workforce planning
  • Oversee successful employee onboarding experience with Human Resources
  • Manage and track workforce departmental transfers and evaluate impact on business continuity
  • Manage day to day activities and performance of the team including managing performance issues and recognizing exceptional performance
  • Direct a team of highly motivated and skilled professionals to operate and provide industry leading services within budget and aligned with the GTAA’s corporate strategy
  • Lead, actively coach and provide feedback to the team and build a team environment to achieve operational and individual accountabilities
  • Performs all other related duties assigned to support Associate Director, Deicing Operations

The salary for this management non-unionized position is competitive based on the successful candidate’s qualifications.

Qualifications

  • Post-Secondary degree or diploma in Aviation Management; Business Management; or Logistics would be an asset
  • Minimum 5 years’ experience in an airport environment or similar with demonstrated experience in serving a large and complex customer base
  • Minimum 3 years’ Leadership with People Management experience, preferable in a matrix organization and multiple operations experience with a strong focus on metrics, including a solid knowledge of Key Performance Indicators and Service Level Agreements to ensure compliance
  • Must have a valid Ontario G Driver's License
  • Must be able to obtain and retain a Transportation Security Clearance
  • Must be able to obtain a D/A AVOP license within thirty (30) days of appointment to the position

  • Knowledge of aircraft deicing operations and services
  • Ability to determine requirements for deicing operations short and long term sustainability and to support business case development
