We have a full-time, acting assignment/term opportunity (to October 2020) for a Manager, Technical Services in the Maintenance Services Department. The Manager, Technical Services will support the full life-cycle management of airport assets. Support including: second level technical support and problem solving for the maintenance team; development and input to technical standards and transition plans for capital projects; development of maintenance standards and practices, championing technical innovation for specialized airport systems and assets, leading investigation and lessons learned activities.
Key responsibilities include:
Second level Maintenance Support
- Delivering full life-cycle technical support in the form of technical requirements, design reviews and inspection of critical airport systems, system and service documentation, identification of Maintenance training requirements, integration and deployment plans, resolving technical issues, and handover to operational maintenance
- Supporting the development of procedures and job plans where the equipment manual’s instructions are insufficient/non-existent
- Assisting in/participating with incident investigations as a member of the investigation team either as the lead or as a SME
- Providing input in the YVR Technical Standards that are used by Engineering and others for projects and Changes throughout the airport. Potentially being the owner for some of these standards as the SME
- Reviewing installation and construction of critical airport systems to ensure compatibility with technical standards for critical airport systems and raising deficiencies or issues with the Engineering project managers for resolution
- Interfacing with third party suppliers of major systems equipment such as baggage, electrical switch gear and HVAC to ensure compatibility with YVR standards or to resolve issues
- Developing transition plans and programs in line with recognized best practice methodology (managing risk, governance, quality assurance, issue resolution, reporting) to move projects from construction completion to operational maintenance
- Providing technical resources to assist the Maintenance crews in cases of unusual or difficult issues; investigating and developing options to resolve these issues
- Developing and delivering sustaining projects to resolve technical issues, upgrade older systems or pilot new technology to meet our strategic goals
- Championing technical innovation projects for critical airport systems
- Ensuring projects and services delivered by the Technical Services Team are within time and budget constraints and meet the required level of quality
- Reviewing the outcomes of the Service Transition Plans to determine any corrective actions that could be taken to improve future delivery in terms of cost, quality and improved maintainability
- Track trending failures and develop eventual resolutions/upgrades
- Assist duty teams with subject matter expert support when required
- Work closely with PLN to implement procedures, job plans, trending failure resolutions/upgrades
- Set standards for equipment – may include quality, layout, maintenance levels, repair methods
- Assist with developing training for usage, maintenance, repair of airport equipment, e.g. PLB and associated equipment
- Providing support and direction to the team – this includes monitoring work efforts and performance, hiring, coaching, motivating and supporting developmental activities, conducting formal evaluations and applying appropriate discipline
Key qualifications include:
- 7 years of recent, related experience, supplemented by an Interprovincial Tradespersons Qualifications and/or completion of an Applied Science or Technologist Program or Electrical or Mechanical Engineering Degree in a relevant discipline; or equivalent combination of education and experience
- Experience with Central Maintenance Systems
- Ability to read and understand architectural and engineering design drawings and reports
- Familiarity with General Maintenance practices, procedures and construction materials and practices
- Excellent communication (both written and verbal) and interpersonal skills
- Exceptional organizational skills and attention to detail
Shift and weekend work are required, as the Airport Authority’s Maintenance Department is in operation 24 hours a day, 7 days a week.
