Aviation Charter Flight Manager,  Fluor Canada Ltd. - Kitimat, BC

Overall Purpose of Job: 
The Aviation Charter Flight Manager provides all aspects of aviation charter flights including coordination of compliance with prescribed aviation standards, aviation charter flight subcontract management, coordination with major aviation charter flight subcontractors, and quality assurance of the aviation charter flight operations.
Primary Job Duties/Functions:
1. Manages aviation services subcontractors insuring adherence to the prescribed aviation standards.
2. Responsible for management and coordination for the following aviation charter flight subcontractors services:
• Charter flight reservations.
• Charter flight reservations are synchronized with camp reservations.
• Charter flight check ins.
• Drug and alcohol programs for aviation charter flight subcontractors and project personnel checking into flights.
• Facilities at airports around Canada operate efficiently and effectively in accordance with the Aviation Standards and subcontract documents.
• Security at all flight centres and airports served by the aviation charter flight subcontractors.
• Luggage and baggage handling from check in at the flight centres of departing to provision of luggage at arriving flight centres.
• Overall maintenance of aircraft.
• Pilot qualifications and training.
• Flight data monitoring.
• Emergency response planning.
• Contingency planning in event of flight disruptions.
• Efficient use of aircraft and route scheduling.
• Coordination between project management and major subcontractors for forecasted project personnel usage of aviation charter flight services and actual charter flight seat usage.

3. Organizes and facilitates ongoing meetings, reports and updates from aviation charter flight subcontractors.
4. Facilitate aviation charter flight meetings with project management and major subcontractors.
5. Organize and facilitate quality assurance reviews of the aviation charter flight services.
6. Establish and maintain Corrective Action Reports.
7. Ensure processes are in place with aviation charter flight subcontractors for proper facilitation of reviews.
8. Responsible for ensuring that proper quality control and assurance programs are in place and adhered for the aviation charter flight services for the safety and well-being of all project personnel.
9. Assist in development of transportation protocols.
10. Review aviation charter flight subcontractors’ invoices.
11. Interface with various project and subcontractor personnel.
12. Provides monthly aviation charter flight forecasts.
13. Attends monthly aviation charter flight forecast and acquisition meetings to discuss all points required to ensure clear communication and accurate forecasting.
14. Prepare overall aviation charter flight cost forecast.
15. Prepare monthly aviation charter flight utilization stewardship reports for management.
16. Liaise with project leadership to ensure smooth transitions of personnel in the field, by providing logistics support.
17. Manage multiple aviation charter flight services subcontracts through the facilitation of project deviation notices, request for contract action, and contract modifications as required.
18. Liaise with project security, camps, Industrial Relations, HES, and transportation teams.
19. Remain committed to the projects health and safety values including emergency response within all facilities and safe work practices.
20. Assist in the facilitation of VIP tours for any aviation charter flight and / or additional services required.

Working Conditions:
1. Project site/field working conditions.
2. On-site project workspace of various conditions which may include temporary office facilities and exposure to moving, mechanical parts and vibration; high, precarious places; fumes or airborne particles; and various levels of outside weather.
3. Travel to aviation charter flight airports and flight centres to review and confirm subcontractor’s performance.
Basic Job Requirements
1. Diploma in technical field from an accredited Institution is preferred.
2. Minimum of three (3) years previous aviation and logistics services experience in similar roles.
3. Previous subcontractor management and / or project management experience.
4. Previous Fluor Experience is preferred.

Preferred Qualifications
1. Advanced computer and software skills to include the use of word processing and email as well as the advanced use of spreadsheets and electronic presentations.
2. Fluent in English with above average writing skills.
3. Ability to attend to detail and work in a time-conscious and time-effective manner.
4. Valid driver’s license
