Location: Dryden, Kenora or Sudbury, Ontario
An opportunity for an Aviation Safety and QA Coordinator has opened up within Discovery Air Fire Services reporting directly to the President, Accountable Executive.
Responsibilities Working in collaboration with department heads, including the Chief Pilot and the Flight and Maintenance Departments, the Aviation Safety and QA Coordinator will be responsible for monitoring the compliance of procedures required to ensure safe operational practices and to verify the activities of Flight Operations, Maintenance, Crew Training and Ground Operations. This position is also responsible for all facets of the company Safety Management Systems, Risk Assessment, Emergency Planning and Occupational Health & Safety.
The Aviation Safety and QA Coordinator monitors safety issues, provides safety education, investigates incidents and accidents, acts as a resident expert on safety matters, helps to develop loss control standards, makes recommendations to improve safety in the workplace, conducts risk assessments of new or revised operations and ensures Emergency Response capability is well entrenched to provide timely professional emergency response.
More specifically the Aviation Safety and QA Coordinator will:
Be responsible for the Safety Management System (SMS) program and for overall safety at Company facilities
- Ensure that safety program elements are carried out
- Build Safety Management Systems (SMS) into aviation practices and procedures
- Link SMS, quality and risk management into business planning
- Implement safety management system (SMS) based on an acceptable level of risk, guaranteeing consistent operational results
- Apply quality management system (QMS) processes – verifies that all activities are conducted in accordance with regulatory and company requirements and that it is reflected in the MCM/MPM and COM
- Conduct QA System Reviews to evaluate overall effectiveness of company SMS and interaction of the individual processes within the company
- Assume Administrative Rights for Web based aviation safety management software program. Enroll (manage) personnel as required. Disburse program changes
- Monitor trends in reporting system and accident and incident reports
- Monitor and review data from the reported issues for high risk area
Conduct "SMS Induction" for new employees (only)
Conduct employee (safety) meetings to promote safety
Update Safety Manuals
- Safety Management System
- Emergency Response Manual (Charter)
- Facility Emergency Plan
- Standard Operating Procedures (SOP’s)
Implement safety, quality and risk management, emergency response and continuous improvement programs
- Review all hazards; receive all safety forms - feedback or reports evaluate with management. Make recommendations to correct/prevent identified safety issues
- Monitor and implement corrective or preventative action as needed or required
- Ensure compliance with applicable regulatory safety standards
- Research issues for possible solutions and evaluate lessons learned
- Promote the PDCA Cycle of Continuous Improvement – Plan-Do-Check-Act
- Provide regular reports to management on program status and compliance
- Review reoccurring risk(s) and adjust operational risk profile accordingly
- Conduct or distribute the internal evaluation audit (IEP). Review IEP audits for any corrective action or possible trends developing. If required complete the risk analysis on findings and concerns to find and address the root cause. Advise company personnel on implementing the corrective action. Issue a follow up date for any item or
event that needs corrective action.
- Review reported issues' performance, evaluate with management, and direct required action as advised by Ops Manager, Chief Pilot, Director of Maintenance, Base Managers and President
- Follow up, monitor and review all hazards (and or reports) as necessary. Implementation corrective action due to the severity or as required.
Act as Chairman of the Safety Committee and be responsible for the role of Emergency Operations Coordinator
- Organize and schedule quarterly safety committee meetings and conduct risk analysis meetings
- Keep records of committee meetings (minutes) so that activity can be followed up and management kept informed of progress
- Communicate safety issues to all within the flight operations and company at large
- Make recommendations to correct/prevent identified safety issues to mitigate the risk as part of loss control standards
- Distribute safety related articles and accident recaps to company personnel
- Act as liaison with safety organizations (formal and informal) on matters of industry safety concerns
- Participate in all external safety audits and address corrective action plans as necessary
- Attend airport safety meetings
- Responsible for the Emergency Operations Coordinator and the Emergency Response Plan (ERP) charter
- As part of the ERP charter, conduct meetings, training and ongoing oversight to ensure preparedness and current supplies
The Safety Manager may delegate functions to other personnel, but retains overall responsibility.
