This position will ensure the reliability of mobile equipment assets to provide continuity of operations during weather and other events. The successful incumbent will manage the continual development of cost effective asset management and maintenance strategies that will maximize performance within an airport environment, while maintaining a safe and reliable fleet. Main duties for the successful incumbent include procurement, optimize fleet utilization, preventative maintenance and repair of, light vehicles, medium to heavy equipment, specialized airport specific equipment, capital and operating budgets, develop contract specifications, standby power generator and storage tank systems. The successful incumbent is also responsible for coordinating with personnel, technical staff, resources and communications to meet customer needs and assure smooth and efficient activities. Must be willing to work extended hours and outside of normal office hours.

Job Description
Key Accountabilities: 
  • Lead a well-managed contribution unit within budget and aligned to the Strategic Plan
  • Develop and manage the implementation of a plan to ensure optimum lifecycle management, maintenance, and effective technical performance of all GTAA fleet of vehicles and equipment
  • Strategic recommendations and medium term plan for fleet and staff right sizing
  • Develop annual Fleet life cycle capital plans based on user requirements and through analytical evaluations of existing fleet vehicles and equipment
  • Develop contract specifications for several fleet and equipment related parts and services and manage the contracts
  • Develop an optimized maintenance program within AMMS (MAXIMO) to support a safe and well maintained fleet of equipment while continuously improving equipment efficiencies through various means
  • Risk based preventative maintenance reviews
  • Predictive maintenance reviews
  • Fleet readiness indicators to meet service level agreements
  • Maximized fleet availability
  • Ensure compliance with the Ontario Highway Traffic Act and other applicable standards
  • Bulk fuel and waste oil storage tank preventative maintenance program to ensure compliance to federal environmental and fire code regulations
  • Emergency generator bulk storage fuel tanks
  • Fuel dispensing station bulk fuel storage tanks (AMF, CWS & Bussing Facility)
  • Waste oil storage tanks (AMF & Bussing Facility)
  • Optimize fleet pool to support users business requirements
  • Planning, organizing, and directing the work of the department to meet objectives with the most efficient use of personnel, facilities and equipment
  • Maintenance of Light Vehicle, Heavy Equipment, Bus, Emergency Power Generator and Emergency Services Equipment
  • Administer Pool Vehicle Registration System
  • Develop and administer work plans and work scheduling for maintenance staff
  • Fleet Optimization, Service and right sizing

Job Requirements
Qualifications: 
  • A Post-Secondary degree or diploma in a related field;
  • Ten (10) years’ experience in Fleet Management and Equipment Maintenance including heavy equipment such as snow removal, agricultural, emergency generators and fire fighting equipment
  • Experience in Light Fleet Management
  • Must have two (2) years of People Management Experience
  • Must meet the security level designated for the position or must be able to obtain and retain a Transportation Security Clearance; and
  • Must have a valid Provincial Driver’s License G
Knowledge, Skills and Abilities: 
  • Knowledge on optimizing and balancing work programs to ensure high fleet availability
  • Knowledge of federal regulations regarding fuel tanks and fuel transfer areas
  • Ability to think strategically and with a customer centric focus
  • Ability to work with a unionized staff and ensuring compliance to safety and training
  • Ability to conduct Life cycle analysis and utilization analysis to determine optimum fleet size and replacement cycles.
  • Ability to effectively maintain and manage capital budgets
  • Ability to create contract specifications and reports
  • Demonstrated ability to work under pressure
  • Excellent decision-making and problem-solving skills including sound reasoning and judgment
  • Knowledge of the Occupational Health and Safety Act, CVOR and MTO legislation and regulations
  • Ability to work under pressure while meeting multiple demands
  • Excellent Organizational Skills ( planning, goal setting, prioritizing, scheduling)
  • Excellent written and oral communication skills
  • Ability to motivate staff and achieve desired results
  • Thorough knowledge and proficiency with computers, MS Office Suite products (Word, Excel) and Fleet Maintenance & Management Systems
  • Ability to collaborate effectively with internal and/or external stakeholders
  • Strong interpersonal, analytical and problem solving skills
