Reporting to the Manager, Procurement Services with daily work direction and supervision from the Senior Procurement Specialist, this position is responsible for providing strategic procurement support to their internal business partners to ensure simplified, cost effective, and strategic procurement outcomes.
Job Description Key Accountabilities:
- Partners with internal clients in order to understand their business, the roles and stakeholders, and immediate and long range plans in order to design and provide ongoing support implementing and refining an appropriate procurement strategy including identifying cost and time saving opportunities in the context of the overall GTAA Procurement framework.
- Manages the bid process and makes adjustments to strategies as required, negotiates terms and conditions and awards contracts, and investigates and acts as second level resource to clients in the resolution of contractual problems with suppliers.
- Identifies problems in procurement activities and develops solutions to ensure client needs are met, consults with proponents as required, investigates and researches various materials and proponent practices, and provides expert advice to client managers on best courses of action.
- Monitors client procurement activities to ensure GTAA and industry standards, regulations and policies are adhered to; maintains the Resource Planning Tool and the Enterprise Resource Planning database (Oracle); develops Request For “X – tenders, proposals, etc.” (RFX) documents and oversees the process, prepares contracts, chair and participate in meetings, create and maintain documents and other records.
- Leads and participates in special projects; audits work of clients in the procurement and contracting process; drafts unique contract clauses; and consults with the various GTAA stakeholders involved in the document review process while representing the client and process as required.
- Participates as a team member in the development of new and improvement of existing Procurement processes and tools.
- Provides backup to other Procurement Specialists.
Job Requirements Qualifications:
- Either a university degree or minimum three year college diploma with a business related focus preferred.
- Relevant professional purchasing certification completed or in progress with a minimum of two (2) years’ work towards completion if not currently certified.
- Minimum three (3) years of procurement work experience in an environment of similar scope and complexity with a preference in construction and service.
- Minimum two (2) years’ experience managing varied procurements with preferably both goods and service procurement experience.
- Demonstrated experience partnering with clients and working in teams.
- Enterprise Resource Planning (ERP) tool experience, experience with using Oracle is preferred.
- Demonstrated experience working in a customer centric environment.
- Must be able to obtain and retain a Transportation Security Clearance
Knowledge, Skills and Abilities:
- Demonstrated knowledge of procurement industry (goods and services), regulations, standards, policies, and practices including some significant and high profile and long term procurement (goods and services) service initiatives.
- Demonstrated ability to proactively partner with client to understand: mandates, immediate and long range plans, financial planning processes, procurement approval and review processes (Risk Management, Legal, etc.) and other management practices in order to deliver procurement services and implications of outcomes.
- Demonstrated knowledge of various industry tools including databases, standard contract clauses, contract standards, and other industry aids in order to delivery procurement services.
- Demonstrated knowledge of special project planning, delivery techniques and practices in order to lead assigned special projects.
- Demonstrated knowledge of adult pedagogy in order to conduct procurement seminars and other educational processes.
- Demonstrated tact and diplomacy in multidirectional communications with ability to foster effective relationships built on trust and focus on customers’ needs all while balancing objectives of procurement framework.
- Skill in identifying unique problems in the procurement of goods and services and formulating and recommending innovative solutions to best meet the client’s needs.
- Demonstrated ability to: manage and adapt to change; build trust; be curious; use logic to solve complex problems; bring innovation to current process and show continuous improvement mindset; effectively negotiate; show a high attention to detail; and be positive in the face of adversity.
