Key Responsibilities 

  • Reporting to the Director of Aviation, this position is responsible for leading and continually developing the SMS Program and related Quality Assurance Audit program for WSP and its Clients. This is achieved by performing Quality Assurance Audits at airports across Canada, performing hazard identification and risk assessments, updating operational manuals, keeping on top of regulatory requirements, and acting as a subject matter expert for WSP aviation team members.
  • Prime responsibilities relate to managing the Safety Management System and providing project coordination and support to the Aviation Planning group. Some travel will be required to support on site Quality Assurance Audits, performance of Safety Management System training, and to perform Hazard Identification and Risk Assessments. Since work does involve site specific visits and is safety sensitive, Candidate shall possess a Radio Telephone Operators Certificate and shall be familiar with typical AVOP procedures as work on active runways is required.
  • Key accountabilities include but are not limited to: Prepare budgets, execute work plans and foster business development related to safety management systems and regulatory programs at airports throughout Canada and abroad.
  • Support Aviation Planning Team; provide peer review and insight / interpretation into regulatory requirements. Act as a Project Coordinator as required.
  • SMS Training including acting as a Project Manager, content developer, and trainer related to SMS. Training is normally focused on SMS awareness, performance of investigation and analysis, and providing an understanding of human factor.
  • Facilitate and deliver Hazard Identification and Risk Assessments for Client(s). Typical duties include organization, facilitate HIRA process while preparing deliverables including but not limited to HIRA workshop materials, safety case for the Accountable Executive, Public Interest arguments, exemption request forms, and correspondence on behalf of the Client(s). Role may also be to act as a Subject Matter Expert depending on hazard and risk being analyzed.
  • Quality Assurance Auditing - Act as Audit Lead and Audit Team Member while performing compliance, conformance audits of airport systems and processes while reviewing all certificated operations including; Wildlife and Emergency Planning, Airport Operations Manual, TP312 Standards, SMS, Obligations of the Operator, Winter Maintenance, and, where applicable, Aircraft Rescue & Fire Fighting. Responsibilities include the development of the audit plans, checklists, documentation reviews and performing interviews with airport staff.
  • Provide a full comprehensive review of Client(s) SMS program(s) including training, and documentation records applicable to certificated operations.
  • Analyze findings as a result of a Transport Canada Program Validation Inspection (PVI), and/or internal Quality Assurance Audit.
  • Ability to write reports including preparing audit reports and preparing findings as the result of an audit. Prepare proposals including the identification of time, scope and cost.
  • Review and interpret drawings in relation to the support of the Aviation Planning Team.
  • Perform audit site reviews and inspections with regard to aerodrome facilities and services including visual aids to navigation (lights, signs, markings, etc.), physical characteristics (runways, taxiways, aprons, etc.)
  • Ensure familiarity with all current and proposed regulatory requirements.
Qualifications
  • Post-secondary education in aviation or 5 years combined equivalent aviation work experience.
  • Work experience should include at least 3 years direct SMS experience in an aviation organization.
  • Knowledgeable with airport operational documents associated with a certified airport, including but not limited to Airport Operations Manuals, Safety Management Manual, Emergency Response Plans, Wildlife Management Plans, Winter Maintenance Manuals, Apron Management Plans, AVOP Manual.
  • Knowledge with NAV CANADA practices, procedures including publications such as NOTAM procedures Manual, Canada Flight Supplement, and Canada Air Pilot.
  • Knowledge of TP312 3rd, 4th and 5th Editions.
  • Knowledge of Canadian Aviation Regulations.
  • Knowledge of airside standards and practices.
  • Knowledge of winter maintenance procedures.
  • Proficient with all Microsoft Office applications including databases, spreadsheets, and in creating presentations.
  • Knowledge of Microsoft Project is a benefit.
  • Knowledge of Aviation Planning and Project Management is an asset.
