Reporting to the Associate Director, Project Management Office, this position is responsible for building and maintaining strong collaborative relationships between Airport Planning and Technical Services and the GTAA business functions. The Manager will achieve this by earning the trust of each client by consistent and successful delivery on all commitments, both large and small; supporting development of the client’s capital program, learning each client’s operations, mission, role, and goals sufficiently well to provide consistently useful advice as to what capital investments in what sequence would best serve the client’s needs; providing regular guidance and support to airport planning and technical services staff to ensure that their efforts consistently support the client’s operations; and to facilitate the development of client requests from initiation through concept development and funding approval
Job Description
- Accountable to manage and maintain strong collaborative relationships with internal and external Business Units as assigned
- The “resident capital planning expert and trusted advisor” in the strategies, goals and objectives of client areas in the business programs portfolio;
- Collaborate with each client area in the portfolio to develop a capital strategic plan specifically for that area and portfolio of planned and capital projects that fully supports the client area within the context of the GTAA’s strategic plan and related initiatives. Once developed, work with each client to refresh and update it at least once annually
- Formally communicate requirements, both strategic and tactical, to airport planning and technical services senior and executive management, and at the same time both transparently and on a frequent basis, review their disposition, status and progress with the portfolio clients involved
- Support the production of project funding approval documents (PFAs) that support recommendations for new capital initiatives, assessing implementation timeframes, cost/benefits, change management considerations, risks and resource availability
- Facilitate appropriate flow of information and communication to stakeholders
- Manage internal and external client escalations through to completion and timely resolution.
- Support issues during the resolution, initiation and planning phase, by participating fully
- Provides clients insight, transparency and information related to capital project costs, timelines and strategic planning
Job Requirements
- Post-secondary degree in architecture, engineering, project management, business or a related field or an acceptable combination of education, training, and experience
- Demonstrated experience (7 - 10 years) managing concept development and programming requirements for design and construction projects involving multiple stakeholders
- Demonstrated experience in strategic planning and multi-year capital planning
- Project management certification or accreditation would be an asset.
- Must be able to obtain and retain a Transportation Security Clearance and RAIC
Knowledge, Skills and Abilities:
- Demonstrated ability to prepare process documents and project documents (e.g. business case, feasibility study, budget estimates, etc).
- Demonstrated experience in leading the project initiation and concept development process through to approval of project funding
- Exceptionally strong interpersonal and communication skills to establish, foster and maintain relationships with clients, co-workers and others
- Knowledge of project monitoring systems including but not limited to, scheduling, cost and change control
- Demonstrated analytical skills in assessing and reviewing business processes to identify options, best practices and opportunities to improve service delivery
- Knowledge of design and construction
- Knowledge of consultant and construction related procurement practices and procedures
- Knowledge of related government legislation in the areas of construction, fire codes, building codes, occupational health and safety regulations, etc.
- High degree of initiative and creativity
- Exceptional personal drive and motivation
- Strong facilitation and negotiation skills
- Ability to meet tight deadlines and manage multiple tasks and projects
- Problem solving skills to identify analyze and resolve issues.
- Proficient in the Microsoft Suite of Office Products including Word, Excel, PowerPoint and Project Management software
